The rule, in Google's own words
Do the paperwork before you open anything. That is the whole answer, and you should have it before you read another line.
Google's page on suspended profiles states it directly: "Once you open the evidence form, you must submit it within 60 minutes or it won't be attached to your appeal."
Google's second appeals page states it differently: "You must submit the evidence within 60 minutes of submitting your appeal."
Read those twice. One starts the clock when the form opens. The other starts it when the appeal is submitted, which happens earlier in the flow. Google has not reconciled the two, so plan against the earlier one. Assume the hour begins the moment you press Submit Appeal and you are safe under either reading.
This is not a footnote on one page. The rule appears seven times across the two help pages, including in the step by step instructions for the UK and EEA and again in the identical instructions for everyone else.
What the July 2026 reports claimed, and what the docs say now
On July 8, 2026, Search Engine Roundtable reported that Google had changed the appeal workflow. The report credits Stefan Somborac, who described the old process as two clunky steps and the new one as documents attached during the appeal through a single multi file button.
Some coverage went further and told readers the 60 minute timer had been removed.
Here is what Google's documentation says as of August 27, 2026. It has not been updated. Both help pages still carry the 60 minute rule. Both still describe evidence as a separate linked form that opens after the appeal is filed, reached by selecting Add evidence. One of them says: "The request to add evidence occurs at the end of the appeals process." The upload control is still written as Choose file, singular.
That is not proof the reported change is missing from your account. Interface rollouts run ahead of help center updates. It does mean nobody can tell you from published documentation that the timer is gone, because the documentation says the opposite in seven places.
Preparing in advance costs you nothing if the new flow has reached you. It saves your evidence if it has not.
Where the form sits in the appeal
The appeals tool lives at support.google.com/business/?p=manage_appeals, which resolves to support.google.com/business/workflow/13569690. Sign in with the Google account that manages the profile.
Google's documented order runs like this. Select the profile. Read the moderation reason and the link to the violated policy. Select Submit Appeal. A prompt to add evidence may then appear. You select Add evidence, review your business details, upload files in the Upload documents section, add context, and select Submit.
Notice what that ordering means. Your appeal is filed before the evidence form exists. If the hour lapses, the appeal is not cancelled. It simply stands with nothing attached.
That is worse than it sounds, not better. Google's documentation describes no way to attach evidence to a pending appeal after the fact, and it instructs you not to submit multiple appeals for the same issue before receiving a decision. So you wait on a decision about an unsupported appeal.
Evidence is formally optional. Google marks the prompt as optional and then recommends submitting it to strengthen the appeal. Optional in the interface and highly recommended by Google is a bad combination to meet under time pressure.
Exactly which documents the form accepts
Google names four categories, and both help pages agree on them:
- Official business registration
- A business license
- Tax certificates
- Utility bills for the business
Redact before you upload
The three different utility lists
The two help pages disagree about which utilities count, and a third Google surface disagrees with both. The suspended profiles page lists electricity, phone, water and internet. The appeals restrictions page lists electricity, phone, cable and internet. The request for additional review form, which appears only after a denial, lists a wider set: electricity, phone, gas, water, sewage, trash, recycling, TV and internet.
Do not let that stall you at minute forty. Both help pages introduce their lists with the words such as, which makes them examples rather than a closed set, and the widest list is the one attached to a live Google form. A water bill counts even though one help page omits water.
Be equally clear about what is not named anywhere. A lease is not on any of the three lists. Neither are storefront photos, bank statements, or insurance certificates. None of it is forbidden, and a description fits in the context field. But scan the four named categories first.
The matching rule governs everything else
Both help pages carry the same tip, word for word: "For any documents you submit as evidence, check that the business name and address match the profile you want to make an appeal for."
Match means match. Check the name and address against the profile and treat any difference as a discrepancy.
- "Ridgeline Electric LLC" on the registration against "Ridgeline Electric" on the profile may read as a discrepancy.
- "Suite 210" on the utility bill and no suite on the profile may read as a discrepancy.
- "1400 W Oak St" against "1400 West Oak Street" may read as a discrepancy.
- A trading name on your signage and a different registered entity on the tax certificate may read as a discrepancy, even when both are legitimately yours.
Three way agreement, not two
The additional review form goes a step further and asks the documents to agree with each other: a registration or license matching the listing, then a utility bill "displaying the same business name and address as your registration / license". Profile, registration and bill, all three.
Resolve any disagreement before you file. Either edit the profile to match the documents or obtain documents that match the profile. Do not file and explain the gap in the context box. An explanation does not remove the difference the guidance tells you to check for.
Neither help page states a maximum age for a utility bill. A recent one is still the stronger document, because the question a reviewer is answering is whether you operate at that address now.
The order of operations
Everything above collapses into one sequence. The form is the last five minutes of the job, not the first.
- Open the appeals tool once, only to read the moderation reason and the linked policy. Close it without submitting.
- Fix the violation on the profile. An appeal is a claim that the profile now complies, not a request for a second opinion on identical facts.
- Scan each document to a clear PDF or image, one document per file, named so a stranger knows what it is.
- Check the name and full address on every file against the profile, character for character, suite numbers included.
- Redact account numbers and anything else you would not want sitting in a support queue.
- Write your context paragraph in a plain text file so you can paste it rather than compose it.
- Look up your Business Profile ID now, under Business Profile settings and then Advanced settings.
- Put every file in one folder on the machine you will appeal from, then open the appeals tool and submit.
The hour does not pause
If the hour ran out anyway
Your appeal is in the queue without documents. Wait it out. Google states that appeal reviews and decisions can take up to 5 business days, and instructs you not to submit multiple appeals for the same issue before receiving a decision. A second appeal does not replace the first.
If the appeal is denied, a second door opens. The request for additional review at support.google.com/business/contact/local_appeals becomes available only once an appeals tool appeal has been denied, and the form checks that with its first two questions.
It is a calmer place to put evidence than the form you missed. It asks for the suspension date, the email address that manages the profile, and the Business Profile ID. It gives you five upload slots and a context box capped at 1,000 characters. Nothing on it states a 60 minute limit.
Two things before you use it. It requires both documents, a registration or license and a matching utility bill, so it has nowhere to go if you cannot produce them. And its confirmation screen says you will not receive an email confirmation, so do not read the silence as a failed submission.
Working with us
We ran this stack on our own business before offering it to anyone else. Bench Clearers is our hockey apparel store, and it is where we worked through a Verified Mark Certificate with GlobalSign, got BIMI rendering with the checkmark in Gmail, and took a 52,000 follower Instagram account through Meta Verified. That proof sits in email and social rather than local search, and we would rather say so than let you assume otherwise. If you want help with a suspended profile, we work only through Google's official channels, we never ask for your password, your government ID, or your card details, and we screen the situation before quoting. If we do not believe an appeal can win, we will say so instead of taking the fee. Google decides every reinstatement, and nobody can promise you the outcome.
Common questions
How long do you have to submit the Google Business Profile evidence form?
60 minutes. Google's page on suspended profiles says that once you open the evidence form you must submit it within 60 minutes or it will not be attached to your appeal. Google's appeals page words it differently and says you must submit the evidence within 60 minutes of submitting your appeal. Those two start points are not the same, so plan against the earlier one and treat the clock as starting the moment you press Submit Appeal.
What happens if the 60 minutes run out?
Your appeal is not cancelled. The appeal is filed before the evidence form opens, so it stays in the queue with no documents attached. Google's documentation describes no way to add evidence to an appeal afterward, and it tells you not to submit multiple appeals for the same issue before a decision arrives. You wait for a decision on an unsupported appeal. If it is denied, the request for additional review form is where a full document package can go.
Which documents does the evidence form accept?
Four categories: official business registration, a business license, tax certificates, and utility bills for the business. Google's two help pages give different utility examples. One lists electricity, phone, water and internet. The other lists electricity, phone, cable and internet. The additional review form lists electricity, phone, gas, water, sewage, trash, recycling, TV and internet. Both help pages introduce their lists with the words such as, so these are examples rather than a closed set.
Did Google move the evidence upload inside the appeal form in July 2026?
Search Engine Roundtable reported such a change on July 8, 2026, describing documents attached during the appeal through a single button that takes several files. Google's own documentation had not been updated as of August 27, 2026. Both help pages still state the 60 minute rule, seven times between them, and both still describe a separate linked evidence form opened after the appeal. The suspended profiles page still writes the upload control as Choose file, singular. Prepare your documents in advance either way. It costs nothing under the reported new flow and saves your evidence under the documented one.
Does the business name have to match the profile exactly?
Google's instruction on both help pages is to check that the business name and address on any document you submit match the profile you are appealing for. Treat that as character for character. An LLC suffix on the registration that the profile omits, a suite number on the bill that the profile leaves out, or St against Street all read as discrepancies. The additional review form goes further and asks that the utility bill show the same business name and address as the registration or license, so the profile, the registration and the bill all have to agree.
Is submitting evidence required?
No. Google marks the evidence prompt as optional and then recommends submitting evidence to strengthen the appeal. The request for additional review after a denial is different. There, a business registration or license plus a matching utility bill are required fields, so an appeal that reaches that stage without documents has nowhere to go.
